Max leads CURSHAW's PFI expiry practice whose experts successfully managed the largest PFI expiry from programme inception through to post-PFI supply chain stabilisation. 

He is an expert UK Public Sector commercial specialist. As a former UK senior civil servant with 10 years’ experience at the heart of government he has delivered major complex commercial change and commercial transaction - most recently in relation to Private Finance Initiatives and real estate supply chain transformation.

An economist by background, Max has experience of economic appraisal, options analysis and business case development. Max is also an accredited assessor for the Government Commercial Function.

Highlights have included: 

  1. Demobilisation of a 20 year Private Finance Initiative that included design, procurement and mobilisation of £600m p.a Property Operating Model. Procured and mobilised £1bn of real estate services (Real Estate Integrator, Facilities Management, Security, Landlord and Lease Management and a fit-out framework) for a property portfolio of 1.4m sqm utilising various Government procurement routes. Saved £1.4bn over 10 years and won Civil Service Commercial Team of the Year.
  2. Led the first agile procurement of a £150m digital identity assurance platform (GOV.UK Verify).
  3. Max was lead analyst for the Ministry of Justice Electronic Monitoring Services programme, identified anomalies and initiated forensic accounting. This led to widespread media coverage, a pan-government review of Business Process Outsourcing contracts and repayment to the Ministry of Justice of £180m.
